Dr. Makkar received the award from Mrs. Baby Rani Maurya, Honorable Governor of Uttarakhand; Justice Rakesh Tiwari, Former Acting Chief Justice, Calcutta High Court; Dr. Pankaj Mittal, Secretary General of the Association of Indian Universities and many other stalwarts.
